However, it was officially implemented on January 1, 2018, to create a dedicated administrative structure capable of supporting governance reforms and effective implementation of government policies.<\/p>\n<h3 data-pm-slice=\"1 1 []\"><strong>Objective of KAS<\/strong><\/h3>\n<p>The Kerala Administrative Service was established with the aim of:<\/p>\n<ul>\n<li>Creating a new generation of officers adept at utilizing modern technology for efficient governance.<\/li>\n<li>Strengthening the middle-level management in government services.<\/li>\n<li>Addressing the shortage of skilled professionals at the second-tier level.<\/li>\n<li>Ensuring seamless implementation of government projects without delays due to administrative inefficiencies.<\/li>\n<\/ul>\n<p>The first appointee rank in KAS is equivalent to Under Secretary in the State Secretariat. Initially, second-gazetted posts in 29 government departments were reserved for KAS officers.
