The committees and the important recommendations put forward by them are given below.<\/p>\n<p style=\"text-align: center\"><a href=\"https:\/\/entri.sng.link\/Bcofz\/kb5w\/h9hj\" target=\"_blank\" rel=\"noopener\"><strong>Click here to know more about this year\u2019s government exams<\/strong><\/a><\/p>\n<h3 style=\"text-align: left\"><strong>Balwant Rai Mehta Committee (1957)<\/strong><\/h3>\n<p>The committee presented its report in November 1957. The term \u2018democratic decentralization\u2019 first appears here<\/p>\n<p>The significant recommendations are:<\/p>\n<ul>\n<li>a three-tier Panchayati Raj system should be established<\/li>\n<\/ul>\n<ol>\n<li>gram panchayat at village level (direct election)<\/li>\n<li>panchayat Samiti at the block level<\/li>\n<li>Zila Parishad at the district level (indirect election).<\/li>\n<\/ol>\n<ul>\n<li>The chairman of Zila Parishad will be District Collector<\/li>\n<li>Transmission of resources and authority to these institutions are to be guaranteed.<\/li>\n<li>Some states created a four-tier system. They had <strong>Nyaya <\/strong><strong>panchayats<\/strong>, which functioned as judicial <strong>bodies.<\/strong><\/li>\n<\/ul>\n<h3><strong>Ashok Mehta Committee (1977-1978)<\/strong><\/h3>\n<p>The committee was instituted by the Janata government to study Panchayati Raj institutions. Out of the whole of 132 recommendations made by it, the most significant ones are:<\/p>\n<ul>\n<li>A three-tier system is to be substituted by a two-tier system.<\/li>\n<li>Political parties must take part at all levels in the elections.<\/li>\n<li>Necessary authorities of taxation should be given to these institutions.<\/li>\n<li>Zila Parishad should be made in charge of planning at the state level.<\/li>\n<li>A minister for Panchayati Raj to be chosen by the state council of ministers.<\/li>\n<li>Constitutional recognition should be presented to Panchayati Raj institutions.<\/li>\n<\/ul>\n<p>Unfortunately, the Janata government disassembled before anything could be done by these recommendations.<\/p>\n<h3><strong>G V K Rao Commitee (1985)<\/strong><\/h3>\n<p>This committee was appointed by the Planning Commission. They inferred that the developmental processes were slowly being seized away from the local self-government institutions, leading to a system akin to grass without roots.<\/p>\n<ul>\n<li>Zila Parishad should be given prime importance and all developmental programs at that level should be passed to it.<\/li>\n<li>District Development Commissioner post should be created. They act as the chief executive officer of the Zila Parishad.<\/li>\n<li>Regular elections should be held<\/li>\n<\/ul>\n<h3><strong>L M Singhvi Committee (1986)<\/strong><\/h3>\n<p>Constituted by the Rajiv Gandhi government on \u2018Revitalisation of Panchayati Raj institutions for Democracy and Development. \u00a0Recommendations are:<\/p>\n<ul>\n<li>PRI institutions \u00a0should be given Constitutional recognition<\/li>\n<li>Nyaya Panchayats should be formed for clusters of villages<\/li>\n<\/ul>\n<p style=\"text-align: center\"><a href=\"https:\/\/entri.sng.link\/Bcofz\/kb5w\/h9hj\" target=\"_blank\" rel=\"noopener\"><strong>Click here to read more General awareness blogs for SSC<\/strong><\/a><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Panchayati_Raj_System_under_73rd_and_74th_Constitutional_Amendment_acts_1992\"><\/span><strong>Panchayati Raj System under\u00a073rd and 74th Constitutional Amendment acts, 1992<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li>Parts IX and IX-A of the constitution were added by the 1992 legislation. It also introduced two additional schedules, 11 and 12, which contain lists of Panchayat and Municipality functional items. In every state, it establishes a three-tiered Panchayati Raj system \u2014 at the village, intermediate, and district levels.<\/li>\n<li>The 73rd Constitutional Amendment Act establishes the Gram Sabha as the Panchayati Raj system&#8217;s cornerstone. It is effectively a village assembly made up of all registered voters in the panchayat&#8217;s jurisdiction.
