Net neutrality is the concept that all data traffic on a network should be treated indiscriminately by organizations like\u00a0 internet service providers (ISPs) and governments, where internet service providers (ISPs) would be restricted from blocking, slowing down or speeding up the delivery of online content regardless of content, user, platform, application, or device. The term \u201cnetwork neutrality\u201d was formulated in the year 2003, by Columbia University law professor Tim Wu in an article about online discrimination. Network neutrality promotes a free and open internet services, where users can access data without any restrictions, provided the content does not violate any laws. They argue that a neutral network will stimulate free speech and lead to further democratic involvement in the Internet. Opponents of net neutrality argue that network neutrality requirements would reduce their incentive to build out the Internet service, reduces competition in the marketplace, and may raise their operating costs which they would have to put across to their users. Net neutrality requires all internet service providers (ISPs) to provide equivalent level of data access and speed to all traffic, and that traffic to one service or website cannot be blocked or degraded. Net neutrality promoters suggest that by not allowing ISPs to determine the speed at which consumers can access specific websites or services, smaller companies will be more likely to enter the market and create new services. <span class=\"style1\">By looking at what is best for the public and for the internet as a whole, net neutrality laws should be put into place to preserve the characteristics of the internet that make it unique. <\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Net_Neutrality_Act\"><\/span><strong>Net Neutrality Act<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<div id=\"content-center\" class=\"content-center\">\n<section id=\"related-terms\" class=\"section related-terms\" data-menu-title=\"Related Terms\">Net Neutrality Act refers to laws and regulations which enforce the principle of network neutrality. Teams those who disagree with the net neutrality enforcement claim regulation is unnecessary, because broadband service providers have no plans to block content or degrade network performance. They also argue that the best solution to discrimination by broadband providers is to encourage greater competition among such providers, which is currently limited in many areas On 23rd April 2014, the United States Federal Communications Commission (FCC) was proposed a new rule that would permit internet service providers to offer content providers a faster track to send content, thus reversing their earlier position on net neutrality. Without net neutrality, ISPs may prioritize certain types of traffic, meter others, or potentially block traffic from specific services, while charging consumers for various tiers of service. Many ISPs favor a two-tiered internet service model that lets them charge a premium fee for priority placement and faster speed across their carrier network<a href=\"https:\/\/www.techtarget.com\/whatis\/definition\/carrier-network\">\u00a0<\/a>pipes. In this model, ISPs can legally create internet &#8220;fast lanes&#8221; that give preferential treatment for certain companies to promote their own services to their customers. In return for this preferential treatment, the ISP earns extra money. ISPs also favor zero rating which is not charging customers for data use on specific websites and services by ISPs and mobile service providers. Providers can create tempting limited data plans for customers while favoring their own, affiliate or popular sites. Websites and services can pay to be zero-rated and receive more traffic. Net neutrality seeks to level the playing field by keeping large, rich enterprises from gaining an unfair advantage when they pay ISPs more for unrestricted customer access to their products or services.<\/p>\n<p><span class=\"style1\">The neutrality principle did not originate nor is it limited to the internet. Other networks that people use every day rely on this idea.\u00a0 Take, for example, the electric network grid.\u00a0 It doesn\u2019t matter what you plug into your electrical outlets at home, they all get access to the same electricity.\u00a0 The fundamental rule behind this is that no discrimination exists between any devices that you plug in; they all work equally well.\u00a0 Some have argued that this idea has been around since the 1800s and the age of telegraphs. This essentially stated that all messages transmitted must be transmitted in the order in which they were received and cannot be subject to discrimination. For instance, the deep packet inspection technology installs intelligence within the lower layers in the work to discover and identify the source, type, and destination of packets, revealing information about packets traveling in the physical infrastructure so it can dictate the quality of transport such packet will receive.<\/p>\n<ul>\n<li>\n<h4>\u00a0Favoring private networks<\/h4>\n<\/li>\n<\/ul>\n<p>According to proponents of net neutrality, this capitalization on which content producers ISPs can favor would ultimately lead to fragmentation, where some ISPs would have certain content that is not necessarily present in the networks offered by other ISPs. The danger behind fragmentation, as viewed by proponents of net neutrality, is the concept that there could be &#8220;multiple &#8216;Internets,'&#8221; where some ISPs offer exclusive internet applications or services or make it more difficult to gain access internet content that may be more easily viewable through other internet service providers.<\/p>\n<ul>\n<li>\n<h4><span id=\"Peering_discrimination\" class=\"mw-headline\">Peering discrimination<\/span><\/h4>\n<\/li>\n<\/ul>\n<p>In the first quarter of 2014, Netflix one of the streaming website reached an arrangement with ISP Comcast to improve the quality of its service to Netflix clients. This was arranged in response to increase in the slow connection speed where average speeds dropped by over 25% of their values a year before to an all-time low. After the deal was hit the Netflix speed index recorded a 66% increase in connection.<\/p>\n<p><span id=\"Favoring_fast-loading_websites\" class=\"mw-headline\">Netflix agreed to a similar deal with Verizon in 2014, after Verizon DSL customers&#8217; connection speed dropped to less than 1 Mbit\/s early in the year. Netflix spoke out against this deal with a controversial statement delivered to all Verizon customers experiencing low connection speeds, using the Netflix client.\u00a0This sparked an internal debate between the two companies that led to Verizon&#8217;s obtaining a cease and desist order on 5 June 2014 that forced Netflix to stop displaying this message.<\/span><\/p>\n<ul>\n<li>\n<h4><span id=\"Favoring_fast-loading_websites\" class=\"mw-headline\">Favoring fast-loading websites<\/span><\/h4>\n<\/li>\n<\/ul>\n<p>In a 2009 research study conducted by Forrester Research, online shoppers expected the web pages they visited to download content instantly. <sup id=\"cite_ref-62\" class=\"reference\"><\/sup>When a page fails to load at the expected speed, many of them simply click out. A study found that even a one-second delay could lead to &#8220;11% fewer page views, a 16% decrease in customer satisfaction, and 7% loss in conversions&#8221;.<sup id=\"cite_ref-63\" class=\"reference\"><\/sup> This delay can cause a severe problem to small innovators who have created new technology. If a website is slow by default, the general public will lose interest and favor a website that runs faster. This helps large corporate companies maintain power because they have the means to fund faster Internet speeds. By allowing the telecommunication companies to tier the internet, consumers will be forced to pay multiple times for the same service. Even still, the cases against net neutrality and for tiering internet are weak at best.\u00a0 Their arguments that content providers are receiving without any charge are speculative and in fact, the tele companies are paid twice already.\u00a0 There should be not be a third time payment for those tele companies who paid two times. Worse of all is their confusing nature that the free market will even out any inequities of their plans when they should clearly know that their industry is anything but a free market.
