As recorded on its official web portal, NADA manages with adopting and implementing anti-doping rules and policies which follow with the World Anti-Doping Agency, cooperates with other anti-doping organisations and stimulates anti-doping research and education.<sup id=\"cite_ref-1\" class=\"reference\"><\/sup><\/p>\n<p>NADA is formulated by the Union Government under the societies Registration Act. NADA comprises of scientists and representatives from the Indian Olympic Association (IOA). Anti-Doping Bill passed by Rajya Sabha on 3rd August 2022. The Rajya Sabha passed the bill on 3rd August 2022. If any breach is found against the Anti-doping rules, then it may lead to disqualification of the specific person and they may have to face serious consequences like ineligibility to participate in a competition or event for a specific period. The Anti-doping rules are executed by the National Anti-Doping Agency (NADA). The bill specifies that the central government has the power to remove the Director General from office on the basis of misbehavior or incapacity or other reasons. The support personnel includes coaches, managers, team staff, medical personnel, trainer, and others related to or working with the athlete during sports.<\/p>\n<p>&nbsp;<\/td>\n<td width=\"200\">Following rules must be followed<\/p>\n<ul>\n<li>Presence of prohibited substances or markers in an athlete\u2019s body.<\/li>\n<li>Use, attempted to use, or possession of prohibited substances or methods.<\/li>\n<li>Refusal of submitting samples<\/li>\n<li>Trafficking or attempted trafficking in prohibited substances or methods.<\/li>\n<li>Aiding or covering up violations<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td width=\"200\">Consequences of Violations<\/td>\n<td width=\"200\">The consequences of violation of the Anti-Doping rule will be tough for the athletes as it will halt their career for a particular period and it will affect their growth in spots. The central government is going to establish more National Dope Testing Laboratories.<\/td>\n<td width=\"200\">\u2013<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3><strong>Context:<\/strong><\/h3>\n<ul>\n<li>The parliament passed the National Anti-Doping Bill collectively on Wednesday by a voice vote.<\/li>\n<li>The Bill targets to provide a statutory framework for the functioning of the National Anti-Doping Agency (NADA) and the National Dope Testing Laboratory in sports.<\/li>\n<li>The Minister of Youth Affairs and Sports said\u00a0India will now join the league of nations like the US, China, France or Australia, Japan, S Korea to have a law and dope test laboratory.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"Key_provisions_of_National_Anti-Doping_Bill\"><\/span><strong>Key provisions of National Anti-Doping Bill:<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li><strong><em>Prohibits athletes from engaging in doping:\u00a0<\/em><\/strong>The legislation restrains athletes, athlete support personnel, and other persons from involving in doping in sports.<\/li>\n<li><strong><em>Powers to NADA:\u00a0<\/em><\/strong>The bill will provide NADA powers of, \u201cinvestigation, levying sanctions for anti-doping rule violations, the disciplinary procedures to be embraced and the powers of inspection, sample collection and sharing and free flow of information\u201d.<\/li>\n<li><strong><em>Disqualification for violating rules:\u00a0<\/em><\/strong>In case of violation of doping rules, the athlete will be eliminated.\n<ul>\n<li>Besides loss of medals, points, and prizes, ineligibility to participate in a competition or event for a specific period, and financial sanctions are the actions the violator will have to encounter.<\/li>\n<\/ul>\n<\/li>\n<li><strong><em>Planning, monitoring and implementing anti-doping rules<\/em><\/strong>: The bill gives for planning, carrying out, and observing anti-doping activities as well as investigating anti-doping rule violations.<\/li>\n<li><strong><em>In consonance with UNESCO Convention on doping:\u00a0<\/em><\/strong>It also looks to give effect to the United Nations Educational, Scientific and Cultural Organization International Convention against doping in sports and agreement with such other obligations and commitments.<\/li>\n<\/ul>\n<p style=\"text-align: center\"><strong><a href=\"https:\/\/bit.ly\/3MWTnuS\" target=\"_blank\" rel=\"noopener\">Grab Latest Study Materials! Register Here!<\/a><\/strong><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Issues_with_the_Bill\"><\/span><strong>Issues with the Bill:<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li><em><strong>Qualification of Director General: <\/strong><\/em>The qualifications of the Director General are not mentioned in the Bill and are left to be informed through Rules.<\/li>\n<li><em><strong>Removal of Director General:<\/strong>\u00a0<\/em>The central government may\u00a0remove the Director General from the office on grounds of misbehavior or incapacity or \u201csuch other ground\u201d.\n<ul>\n<li>Leaving these provisions to the discretion of the central government\u00a0may affect the independence of the Director General.<\/li>\n<\/ul>\n<\/li>\n<li><em><strong>Against the mandate of WADA<\/strong>:\u00a0<\/em>This also goes against the mandate of the World Anti-Doping Agency that such bodies must be independent in their operations.<\/li>\n<li><strong><em>Powers of board:\u00a0<\/em><\/strong>Under the Bill, the Board has powers to remove the members of the Disciplinary Panel and Appeal Panel on grounds which will be specified by regulations and are not specified in the Bill.<\/li>\n<li><strong><em>No requirement of opportunity to be heard:\u00a0<\/em><\/strong>Further, there is no requirement to give them an opportunity of being heard. This may affect the independent functioning of these panels.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong style=\"color: #1d1f20;font-size: 1.953em\">National Anti-Doping Agency (NADA)<\/strong><span style=\"color: #1d1f20;font-size: 1.953em\">:<\/span><\/p>\n<div class=\"su-note\">\n<div class=\"su-note-inner su-u-clearfix su-u-trim\">\n<ul>\n<li>It was set up as a\u00a0registered society under the Societies Registration Act of 1860 on 24th November, 2005 with a mandate for Dope free sports in India.<\/li>\n<li>The primary objectives are to\u00a0implement anti-doping rules as per WADA (World Anti-Doping Agency) code, regulate dope control programmes, to promote education and research and create awareness about doping and its ill effects.<\/li>\n<li>The NADA has the necessary authority and responsibility for:\n<ul>\n<li>Planning, coordinating, implementing, monitoring and advocating improvements in Doping Control.<\/li>\n<li>Cooperating with other relevant national organizations, agencies and other Anti-Doping Organizations etc.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"World_Anti-Doping_Agency_WADA\"><\/span><strong>World Anti-Doping Agency (WADA):<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li>It was set up in\u00a0<strong><em>November, 1999 and was set up under the International Olympic Committee.<\/em><\/strong><\/li>\n<li>WADA is recognised by the\u00a0<strong><em>UNESCO International Convention against Doping in Sport (2005).<\/em><\/strong><\/li>\n<li>WADA\u2019s primary role is to develop, harmonize, and coordinate anti-doping regulations across all sports and countries.<\/li>\n<li>It does so by ensuring proper implementation of the World Anti-Doping Code (WADA Code) and its standards, conducting investigations into doping incidents, conducting research on doping, and educating sportspersons and related personnel on anti-doping regulations.<\/li>\n<\/ul>\n<p style=\"text-align: center\"><strong><a href=\"https:\/\/entri.sng.link\/Bcofz\/yv45\/8wer\" target=\"_blank\" rel=\"noopener\">Attempt Free GK Test!
