This stock take can guide our future climate action.<\/p>\n<p>2.\u00a0<b>Operationalization of Loss and Damage Fund-<\/b> The operationalization of the fund will help in\u00a0ensuring climate justice\u00a0to the developing and underdeveloped countries which have suffered tremendous loss and damage due to climate change.<\/p>\n<p>3.\u00a0<strong>Fossil fuel role in Climate Change-<\/strong> In COP-28, the role of fossil fuels in causing global warming has been formally acknowledged for the first time. Fossil fuels which contribute to 75% of all greenhouse gases and about 90% of global carbon dioxide (CO2) emissions, took center stage at COP28. This marks the\u00a0beginning of the end of fossil fuel\u00a0usage in the world.<\/p>\n<p>4.\u00a0<strong>Phase-down of coal-\u00a0<\/strong>The COP-28 document\u00a0singles out coal\u00a0amongst other fossil fuels by calling for phase down.<\/p>\n<p>5.<strong>\u00a0Emission reduction with enhanced focus on renewable energy-<\/strong> The Global Renewables and Energy Efficiency Pledge, adopted at COP 28, has the potential to\u00a0avoid emissions of about 7 billion tones of carbon dioxide\u00a0equivalent\u00a0between now and 2030. This reduction of emissions will be more than the combined emission reduction due to all the other climate actions being currently taken.<\/p>\n<p>6.\u00a0<strong>Increased Focus on Adaptation-<\/strong> COP 28 resulted in the identification of some common\u00a0adaptation goals, which are\u00a0important for the entire world. Before COP 28, adaptation measures had largely been a local endeavor.<\/p>\n<p>7.\u00a0<strong>Need for enhanced Climate Finance-<\/strong>\u00a0The COP 28 conference also highlighted the need for enhanced climate finance to combat the climate change consequences. According to the report by UNCTAD,\u00a0wealthy nations owe developing countries USD 500 billion in 2025\u00a0under the New Collective Quantified Goal (NCQG) for climate finance.<\/p>\n<p>8.\u00a0<strong>Diverse participation-<\/strong>\u00a0The COP 28 saw the participation of activist groups, indigenous groups, big and small business, consultancies, traders and media. These diverse groups\u00a0enhance the transparency\u00a0of the Climate change negotiations.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_are_the_Shortcomings_of_COP_28\"><\/span><strong>What are the Shortcomings of COP 28?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>1.\u00a0<strong>Lack of Ambitious Climate Action-<\/strong>\u00a0Despite the various pledges,\u00a0no binding ambitious climate action\u00a0was launched.<\/p>\n<p>2.\u00a0<strong>Issues with the Fossil Fuel Pledge-\u00a0<\/strong>No time schedules\u00a0and\u00a0targets\u00a0have been fixed for the phase out of fossil fuel.<\/p>\n<p>3.\u00a0<strong>Issues with the Renewable Energy Pledge-<\/strong>\u00a0Under the pledge, tripling of global renewable energy has been made a global target. However, there is no clarity as to how this would be achieved as\u00a0no binding individual targets\u00a0were made.<\/p>\n<p>4.\u00a0<strong>Issue with Phase Down of Coal Usage-<\/strong>\u00a0COP 28 failed to resolve the impasse over the proposal that\u00a0no\u00a0new coal-fired power plants could be opened\u00a0without an in-built carbon capture and storage facility.<\/p>\n<p>5.\u00a0<strong>Impasse over Methane Emission Cuts-<\/strong>\u00a0Several countries, including India, are extremely\u00a0opposed to any binding commitment to cut methane emissions. Cutting methane emissions could involve tweaking agricultural patterns, which could pose concerns for food security in developing countries like India.<\/p>\n<p>6.\u00a0<strong>Lack of Financing Mechanism-<\/strong>\u00a0COP 28 has\u00a0failed to set up a financial mechanism\u00a0to finance the Global Goal on Adaptation. The Draft of COP 28, did not express any concern over the failure of commitment on developed nations to provide $100 bn climate finance per year by 2020. The loss and Damage funding has been made voluntary.<\/p>\n<p>7.\u00a0<strong>Misuse of the loose definitions in the COP 28 Draft-<\/strong>\u00a0The inclusion of the terms like \u201clow-carbon fuels\u201d, \u201clow-emission\u201d technologies, \u201clow-carbon hydrogen\u201d, and \u201ctransitional fuels\u201d, can be misused by the EU and US as they use these terms to describe natural gas. Natural gas is a major fossil fuel and contributes to global warming and climate change.<\/p>\n<p>8.\u00a0<strong>No mention of CBDR-<\/strong>\u00a0The term Collective But Differentiated Responsibilities (CBDR) and Polluter\u2019s pay principle have been missing from the draft of the COP 28.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_Should_be_the_Way_Forward\"><\/span><strong>What Should be the Way Forward?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Though the COP-28 has introduced new goals and pledges, substantial follow-up actions need to be undertaken to fulfil these goals.<\/p>\n<p>1.\u00a0<strong>Introduction of New Indicators-<\/strong>\u00a0New tangible indicators need to be identified to measure progress on each of the global goals established at COP 28.<\/p>\n<p>2.\u00a0<strong>Establishment of Financial Mechanism-<\/strong>\u00a0Financial mechanism to raise $500 bn as estimated by the UNCTAD must be established at the earliest.
