The three basic factors taken in this formula is cloth, food and shelter. These are the factors that would be considered before the salary hikes or increase in the basic minimum pay.\u00a0 The\u00a0formula\u00a0takes its name from<strong> Wallace Ruddell\u00a0Aykroyd<\/strong>\u2014 well-known nutritionist<\/li>\n<li>The maximum pay should be Rs. 2,25,000 per month for Apex Scale and Rs. 2,50,000 per month for<br \/>\nCabinet Secretary and others presently at the same pay level.<\/li>\n<li>A fitment factor of 2.57 is being proposed to be applied homogeneously for all employees. The <b>Fitment factor<\/b> is a figure used by 7th CPC with which the basic pay in 6th CPC (i.e Pay in Pay band + Grade pay) is multiplied in order to fix basic pay in the 7th CPC structure.<\/li>\n<li>The rate of annual increment is\u00a0 3 per cent.<\/li>\n<li>The rate of HRA will be revised to 27 per cent, 18 per cent and 9 per cent respectively when DA crosses<br \/>\n50 per cent, and further revised to 30 per cent, 20 per cent and 10 per cent when DA crosses 100 per cent.<\/li>\n<li>House Building Allowance (HBA) limit has been increased to Rs. 25 lakhs.<\/li>\n<li>The gratuity limit has been increased from the existing Rs. 10 lakh to Rs. 20 lakh. Allowances<\/h3>\n<ul>\n<li>The rates of HRA will not be less than Rs. 5400\/, Rs. 3600\/, and Rs. 1800 for Class X, Y and Z cities respectively.<\/li>\n<li>When Dearness Allowances (DA) crosses 25% the HRA rates will be 27%, 18%, and 9% for Class X, Y and Z cities respectively.<\/li>\n<li>When Dearness Allowances (DA) crosses 50% the HRA rates will be 30%, 20%, and 10% for Class X, Y and Z
