Indian Council Act 1909 + also called Minto Morley reforms + Lord Minto was the viceroy (Viceroy system came into effect after Government of India act 1858) and Morley was the Secretery of the state (this office was also created after Govt. Of india act 1858) + indians can now associate with executive council ( Satyendra Prasanna Sinha, first such indian - law member) + seperate electorate for Muslims ( hence Lord Minto came to known as Father of Communal electorate)
