Recommendations of Balwant Rai Mehta committee

• Panchayati Raj system, gram panchayat at village level Panchayat Samiti at block level and Zilla Parishad at district level. These tiers should be organically linked through a device of indirect election.
• The village panchayat should be constituted with the directly elected representatives were as Panchayat Zilla Parishad should be constituted with the indirectly elected members.
• All Planning and development and activities should be entrusted to these bodies.
• The Panchayat Samiti should be executive body while the Zilla Parishad should be the advisory coordinating and supervisory body.
• The district collector should be the chairman of the Zilla Parishad.
• There should be a genuine transfer of power and a responsibilities to the democratic bodies.
