Solution:

For National Emergency a written statement is required by the Union Cabinet requesting the President to declare emergency under Article 352 on grounds of war, external aggression or armed rebellion as the case may be. The emergency requires sanction of Parliament with special majority within 30 days of its declaration by both the houses elses it ceases. National emergency can be extended for a period of 6 months at a time subject to Parliamentary sanction, indefinitely.
