The 7th Central Pay Commission (7th CPC), was constituted in February 2014 to review the structure of emoluments of all central government civilian employees including defence forces. The commission submits its reports on submitted its report on November 19, 2015. The 7th CPC faces too many backlashes for its recommendation on separate ‘Pay Matrices’, and allowance system for the armed forces and defence civilians, and police, and other civil servants.

1: Who was the first woman President of India?
The major recommendations by the 7th central pay commission are as follows:
- Based on the Aykroyd formula, the minimum pay in government service is recommended to be set at ₹18,000 per month. The three basic factors taken in this formula is cloth, food and shelter. These are the factors that would be considered before the salary hikes or increase in the basic minimum pay. The formula takes its name from Wallace Ruddell Aykroyd— well-known nutritionist
- The maximum pay should be Rs. 2,25,000 per month for Apex Scale and Rs. 2,50,000 per month for
Cabinet Secretary and others presently at the same pay level. - A fitment factor of 2.57 is being proposed to be applied homogeneously for all employees. The Fitment factor is a figure used by 7th CPC with which the basic pay in 6th CPC (i.e Pay in Pay band + Grade pay) is multiplied in order to fix basic pay in the 7th CPC structure.
- The rate of annual increment is 3 per cent.
- The rate of HRA will be revised to 27 per cent, 18 per cent and 9 per cent respectively when DA crosses
50 per cent, and further revised to 30 per cent, 20 per cent and 10 per cent when DA crosses 100 per cent. - House Building Allowance (HBA) limit has been increased to Rs. 25 lakhs.
- The gratuity limit has been increased from the existing Rs. 10 lakh to Rs. 20 lakh. The ceiling on gratuity may be raised by 25 per cent whenever DA rises by 50 per cent.
- The 07th CPC has recommended the Performance Related Pay (PRP) for all categories of Central Government employees, based on quality Results Framework Documents, reformed Annual Performance
Appraisal Reports and some other broad Guidelines.

SEVENTH PAY COMMISSION OF INDIA
7th CPC HRA and Other Allowances
- The rates of HRA will not be less than Rs. 5400/, Rs. 3600/, and Rs. 1800 for Class X, Y and Z cities respectively.
- When Dearness Allowances (DA) crosses 25% the HRA rates will be 27%, 18%, and 9% for Class X, Y and Z cities respectively.
- When Dearness Allowances (DA) crosses 50% the HRA rates will be 30%, 20%, and 10% for Class X, Y and Z cities respectively.
- Eligible employees will get a Travelling Allowance based on their working station location. In the cities, it would be Rs. 3600 + and for all other places, the TA will be not less than Rs. 1800+.
- Children Education Allowance of Rs. 27000/- per annum is available for children studying class Nursery to class XII. CEA also increases with an increase in DA. A Hostel subsidy of Rs.81000/- per annum for children studying in the hostel is also available.
- Police Service employees will get Uniform allowances based on their organizations.
