Distance Education Clause: As per UGC (Open and Distance Learning) Regulations, 2017, professional programs such as engineering, medicine, pharmacy, architecture, etc., cannot be pursued through open or distance learning modes. However, in line with the Supreme Court order dated 11.03.2019, B.Tech/Diploma in Engineering awarded by IGNOU to students enrolled up to the academic year 2009-10 will be considered valid.

Verification of Educational Qualification: Candidates shortlisted for document verification must produce original certificates—mark sheets, provisional certificates, or degrees—confirming possession of the essential qualifications and experience (if applicable) by the specified cut-off date. Candidates whose results were officially declared on or before the cut-off date will be considered eligible. Merely having appeared for the exam or awaiting results will not meet the eligibility criteria.

Ex-Servicemen (ESM) Eligibility & Clarifications – Reservation & Employment
- ESM already employed in Group C/D posts under Central Govt. after availing reservation are not eligible for ESM reservation again.
- However, they may still claim ESM reservation for future jobs if a declaration is submitted at the time of joining first civil employment (as per DoPT OM dated 14.08.2014).

SSC JE 2025 Experience Requirement
Wherever work experience is prescribed for a post, it must be acquired after obtaining the required educational qualification. Internships, training, research, or similar experiences gained during the course of study will not be counted as valid experience.
Gender Restriction
Only male candidates are eligible to apply for Junior Engineer posts in BRO.
Nationality/Citizenship Requirements
A candidate must be either:
- a citizen of India, or
- a subject of Nepal or Bhutan, or
- a Person of Indian Origin who has migrated from countries like Pakistan, Burma, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, Vietnam, intending to settle permanently in India.

Reservation Policy
Reservation for SC/ST/OBC/EWS/PwBD
As per prevailing Government guidelines, reservation for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Economically Weaker Sections (EWS), and Persons with Benchmark Disabilities (PwBD) has been determined and communicated to the Staff Selection Commission by the concerned Indenting Organizations/Offices.
Role of the Commission
The SSC’s role is limited to conducting the selection process based on the vacancy details provided by the Indenting Organizations. The Commission does not determine the number of vacancies. Tasks such as implementing reservation policies, maintaining reservation rosters, and earmarking category-wise vacancies fall entirely under the jurisdiction of the respective User Departments.
Ex-Servicemen (ESM) Category
There is no reservation for Ex-Servicemen (ESM) in this recruitment, as the posts of Junior Engineer fall under Group ‘B’ (Non-Gazetted). However, age relaxation benefits for ESM candidates will be applicable as per existing Government rules.

As per Notification No. 38-16/2020-DDIII dated 04.01.2021 of the Department of Empowerment of Persons with Disabilities, the posts of Junior Engineer (Civil, Mechanical, and Electrical) are suitable for the following benchmark disabilities:

SSC JE 2025 Selection Process
The selection process for Junior Engineer posts consists of the following stages:
Computer-Based Examination (Paper-I):
- Objective type with multiple-choice questions.
- Includes General Intelligence & Reasoning, General Awareness, and General Engineering (Civil/Electrical/Mechanical).
- Negative marking of 0.25 marks for each wrong answer.
Descriptive Examination (Paper-II):
- Written paper based on General Engineering (as per the stream chosen).
- Candidates can use calculators and reference tables (Slide Rule, Log Tables, Steam Table, etc.).
Document Verification:
- Candidates shortlisted on the basis of normalized scores of Paper-I + Paper-II will be called for Document Verification (DV).
Final Selection:
- Based on the combined normalized score of Paper-I and Paper-II.
- Allocation to posts will be made considering candidate preferences and merit.
Note: There is no interview. All stages are qualifying in nature and mandatory for final selection.
Special Standards for BRO Posts
Physical & Medical Standards
- Candidates applying for JE posts in BRO must fulfill the physical and medical standards outlined in Annexure-XVI.
- No reallocation will be allowed if a candidate fails to meet the prescribed standards after allocation based on merit and preference.
SSC JE 2025 Mode of Selection
1. Minimum Qualifying Marks (Paper-I & Paper-II)
- UR (General): 30%
- OBC / EWS: 25%
- Other Categories (SC/ST/PwBD, etc.): 20%
2. Shortlisting for Paper-II
- Candidates are shortlisted for Paper-II based on normalized scores in Paper-I (Computer-Based Exam).
- If Paper-II is held in multiple shifts, marks will also be normalized.
- For Electrical and Mechanical, normalization is done separately.
3. Final Selection Criteria
- Final selection and allocation of posts will be based on:
- Combined performance in Paper-I and Paper-II
- Preferences filled by candidates for Post/Organization/Office
- Once a post is allotted, no changes will be made, even if the candidate does not meet post-specific requirements (e.g., physical/medical/educational). Such candidates will be disqualified, with no reallocation.
4. Reservation Rules
- Meritorious SC/ST/OBC/EWS/PwBD candidates (selected without relaxed standards) will be considered under unreserved category.
- Candidates selected under relaxed norms (age, qualifications, attempts, etc.) will be counted against reserved vacancies only.
- Ex-servicemen and PwBD age relaxations do not count as relaxed standards.
5. Benchmark Disability Cases

A PwBD candidate selected on own merit can be appointed against UR vacancy, if the post is suitable for their category of disability.
6. No Guarantee of Appointment
- Success in the exam does not guarantee appointment.
- Appointment is subject to fulfilling all eligibility criteria and final verification by the Government/User Department.
7. Provisional Candidature
- All admissions and selections are provisional.
- If any eligibility condition is found unmet at any stage, candidature will be cancelled.
8. Probation Period
- Selected candidates will be on probation for 2 years.
- They must complete mandatory training/exams during this time.
- Confirmation depends on performance during probation.
9. Posting & Service Liability
- Appointed candidates are liable to serve anywhere in India (All India Service Liability – AISL).
- They may be required to learn the local language of the State/UT/Zone they are posted in.
10. Discrepancy & Communication
- If a qualified candidate is not selected or doesn’t receive a communication:
- They must contact the SSC Regional Office within:
- 2 months from result declaration OR
- 2 weeks before the next stage — whichever is earlier.
- If selected but no communication is received within 1 year, contact the User Department immediately.

1. One-Time Registration (OTR)
- All candidates must complete One-Time Registration (OTR) on the new SSC website: https://ssc.gov.in.

Certification Process and Format Guidelines
Mandatory Submission of Certificates
- Candidates applying under reserved categories (SC/ST/OBC/EWS/PwBD/ESM) must submit valid certificates in the prescribed format at the time of Document Verification or any other stage as required by the recruiting departments.
- Failure to provide valid certificates will result in cancellation of candidature and loss of claimed benefits.
Responsibility for Correct Category Declaration
- Candidates must ensure that the category selected in the Online Application Form matches the category supported by documents.
- If a mismatch is found, the Commission will not be responsible, and the candidate will bear all consequences.
- Grievances regarding incorrect or missing certificates will not be entertained by any means (Post, Email, Fax, etc.).
Certification for Persons with Benchmark Disabilities (PwBD)
- PwBD candidates must select the correct disability category (OH/HH/Others) based on their disability certificate.
- The certificate should mention the sub-category of disability (e.g., OA, OL, Dw, SLD) as per DoEPwD Notification No. 38-16/2020-DD-III dated 04.01.2021.
- No changes in the PwBD category will be permitted after submission of the application form.
Requirements for EWS Reservation
- Candidates seeking EWS reservation must submit a valid Income and Asset Certificate for FY 2025–26, based on income for FY 2024–25, following DoPT OM dated 31.01.2019.
- The certificate must be issued on or before the closing date of the application.
Verification and Provisional Candidature
- All candidates are provisionally admitted until the verification of educational, category, and other relevant documents by the Appointing Authority.
- Any fraudulent claim regarding category status will lead to disqualification and debarment from future exams.
Crucial Date for Reservation Claims
- The closing date of the online application is the cut-off for claiming reservation benefits and other relaxations.
- Candidates must belong to the respective category as of the closing date, regardless of the certificate issue date.
Provisions for Scribe & Compensatory Time
Scribe Facility for Candidates with Disabilities Eligibility & Certificate Requirement
- Candidates with benchmark disabilities (especially cerebral palsy) may opt for a scribe during application, subject to availability of posts identified for their disability.
- A certificate (Annexure-I or Annexure-IA) from a Government health authority must be uploaded during the application to justify the need for a scribe.
- Even candidates with less than 40% disability can avail scribe on production of a valid certificate per DoEPwD OM dated 10.08.2022.

Admission to the SSC JE 2025 Examination Centre
1. Issuance of Admit Card (Admission Certificate):
- Candidates who apply correctly and are provisionally accepted will receive Roll Numbers and Admit Cards for the Computer-Based Examination.
- Admit Cards for later stages will be issued to those who qualify in earlier stages.
2. Provisional Acceptance of Applications:
- Applications are accepted provisionally; detailed eligibility checks (like qualifications, age, category, etc.) are done during Document Verification.
- If any claim made in the application is not supported by valid documents, the candidature will be cancelled.
3. Mode of Admit Card Release:
- Admit Cards will not be sent by post/email.
- They will be available for download on the SSC website 3–4 days before the exam.
- Candidates must regularly check the SSC website for updates.
4. Exam Schedule and Centre Details:
- Information about exam date, time, and centre will be uploaded on the website about 10 days before the exam.
- If details are missing, candidates must contact the concerned Regional Office with proof of application.
5. Mandatory Details in Communication:
While contacting SSC, candidates must mention:
- Registration ID
- Registered Email ID & Mobile Number
- Full Name
- Date of Birth

Instructions Regarding Photographs & Signature
1. Photograph Guidelines:
- Photo must be clear, without cap or spectacles, and should show full frontal view.
- Photos captured from an existing photo (e.g., scanning or photographing a printed image) will lead to rejection.
2. Signature Requirements:
- Blurred signatures will lead to rejection of the application form.
- Ensure the live photograph and signature are captured properly during the application process.
Again, these photograph/signature requirements do not apply to candidates verified via Aadhaar-based authentication.

- Conducted by User Departments/Organizations after final results are declared.
