This date is chosen to commemorate the day when first Home Minister of Independent India, Sardar Vallabhbhai Patel addressed the probationers of Administrative Services Officers in 1947 at Metcalf House, Delhi. He referred civil servants as the ‘steel frame of India’.

History of National Civil Service Day
The civil services of India present today are mainly based on the pattern of the former Indian Civil Service of British India. Foundation of civil service was laid down by Warren Hastings and later Charles Cornwallis reformed, modernized, and rationalized it. Hence, Charles Cornwallis is called as ‘the father of civil service in India’.
Charles Cornwallis introduced two divisions of the Indian Civil service—covenanted and uncovenanted. The covenanted civil service consisted only Europeans occupying the higher posts in the government while the uncovenanted civil service was introduced to facilitate the entry of Indians at the lower level of the administration.
The present civil service was formed after the partition of India in 1947. It was Sardar Vallabhbhai Patel’s vision that the civil service should strengthen cohesion and national unity in India. The guiding principles of the Indian civil services are the values of integrity, impartiality, and merit.
Ministry is responsible for training, reforms, and pensions for the civil service system in India. Civil service does not include legislative, judiciary and military personnel. Members of Civil Service do not take any pledge to any political ruling party but are the executioners of the policies of the ruling political party.
Civil Service in India consists of Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS) and comprehensive list of All India Services and Central Services Group A and Group B services.
Under Article 312, the constitution gives authority to the to set up new branches of the All India Services with a two-thirds majority vote. Under this constitutional provision, Indian Administrative Service, Indian Police Service, and Indian Forest Service have been established .
National Civil Service Day 2021 Significance
The main responsibility of the civil services is to run the administration of India smoothly. In accordance with policy directions from the ministries, the country is managed through a number of central government agencies. Among the members of the civil services are administrators in the central government and state government; emissaries in the foreign missions/embassies; tax collectors and revenue commissioners; civil service commissioned police officers; permanent representative(s) and employees in the United Nations and its agencies; and chairman, managing directors, and full-time functional directors and members of the board of various public-sector undertakings, enterprises, corporations, banks, and financial institutions. Civil servants are employed to different agencies of India and can also be appointed as advisors, special duty officers, or private secretaries to ministers of the Union and the State Government.
Actual makers of Indian law and policy are the Civil servants. They have work on behalf of the elected government. They cannot publicly show their disinterest or disapproval for it. According to the government’s views and interests, it is mandatory for Civil Servants to form certain rules and policies.
