Kerala PSC Overseer/Draftsman Grade II Eligibility Criteria 2025

All the aspirants with the below-mentioned eligibility shall apply for the Draftsman/Overseer Grade 2 (734/2024) post in the Public Works/Irrigation department under the Kerala Government.

Age Limit:

• Candidates must be born between 02.01.1988 and 01.01.2006 (both dates included).
• SC/ST and OBC candidates are eligible for the usual age relaxation as per government norms.
• For further details regarding age relaxation, refer to Part II Para 2 of General Conditions of the Gazette Notification.

Educational Qualifications:

Essential Educational Qualification:
(i) SSLC or its equivalent

(ii) Must possess any one of the following qualifications:

1. Kerala Government Certificate Examination (2 years course) in Civil Engineering.
2. Diploma in Craftsmanship in the trade of Draftsman (Civil) obtained after completing an 18-month course, followed by 6 months of practical training, at the Industrial Training Institute/Centres conducted by the Government of India, Ministry of Labour/Ministry of Skilled Development.
3. Diploma (2 years course) in Civil Engineering obtained from Women’s Polytechnics.

Additional Notes:

1. Rule 10(a)(ii) of Part II of KS & SSR is applicable for the post.
2. Qualifications recognized by executive orders or standing orders of the Government as equivalent to the prescribed qualifications will also be acceptable, provided such equivalence is declared by government orders or standing orders. These qualifications should presuppose the acquisition of the lower qualification prescribed for the post.
   • Candidates must produce copies of the government orders declaring equivalent or higher qualifications when required by the Commission.
3. Degrees or Diplomas awarded by UGC-approved universities or institutions established through acts passed by Parliament/State Legislative Assemblies, in accordance with G.O (M.S) No. 526/PD dated 17/07/1965, are acceptable for government service appointments.

How to Apply for Kerala PSC Draftsman/Overseer Recruitment 2025?

Before applying for the post of  Draftsman/Overseer Grade 2 in the Local Self Government Department (Group III LIDE Sub Group (a) Civil Wing) department, candidates must register themselves through the ‘ONE TIME REGISTRATION’ in the official portal of Kerala PSC. All the candidates who have already registered using the OTR, can follow the simple steps to submit the application.

One-Time Registration

1. Candidates must register through ‘One Time Registration’ (OTR) on the official Kerala PSC website: www.keralapsc.gov.in before applying.
2. Registered candidates can log in using their User-ID and password to apply by clicking the ‘Apply Now’ button for the respective post.

Photograph Requirements

• Candidates creating a new profile must upload a recent photograph taken within the last 6 months.
• The candidate’s name and the date of the photograph taken must be clearly printed at the bottom.
• Once uploaded correctly, the photograph will remain valid for 10 years from the date of upload.
• Other instructions regarding photograph uploads remain unchanged.

Application Submission

• No application fee is required.
• Candidates are responsible for the accuracy of personal details and password confidentiality.
• Before final submission, candidates must ensure that all profile details are correct.
• Applications cannot be deleted or altered after submission.

Application Printout

• Candidates should keep a printout or soft copy of the online application for reference.
• Printouts can be taken from the ‘My Applications’ link in the profile.
• Correspondence with the Commission must include the application printout.

Document Submission

• Original documents (e.g., proof of qualification, experience, age, community) must be produced when required.
• Corrections made to the profile after the last application date will not reflect in the submitted application.

Examination Confirmation

• If a Written/OMR/Online Test is conducted, candidates must confirm their intent to attend the examination via their OTR profile.
• Only candidates who confirm within the stipulated period can generate and download Admission Tickets 15 days prior to the test.
• Applications of candidates who fail to confirm will be rejected.
• Details regarding confirmation deadlines and ticket availability will be published in the Examination Calendar and communicated through profiles and registered mobile numbers.
• Candidates with an AADHAR card must add it as an ID proof in their profile.

Special Instructions

1. Caste/Community Discrepancies:
   • If the caste/community claimed in the application differs from the one in the SSLC book, candidates must produce a Gazette Notification along with the appropriate Non-Creamy Layer Certificate/Community Certificate during verification.
2. General Conditions:
   • Candidates should read and follow the instructions in the notification and Part II of General Conditions before applying.
   • Applications not compliant with the terms and conditions are liable for rejection.
3. Disciplinary Action:
   • As per Rule 22 of the Kerala PSC Rules of Procedure, candidates submitting false claims of qualifications (education, experience, etc.) may face:
     • Disqualification from consideration for the post.
     • Debarment from future applications (temporary or permanent).
     • Invalidation of answer scripts for written/practical tests.
     • Criminal or disciplinary proceedings, including removal or dismissal from office, if already appointed.

Advice for beginners when uploading photos

• The photo to be uploaded can be in Color/ black and white.
• The face and shoulder of the candidate should be clearly visible
• Photo should be of 200 pixels height and 150 pixels width
• The file size should not exceed 30kb and it should be in JPG format
• The background of the photo should be either light-colored or white in color
• The eyes should be open
• Face should be centrally focused
• Photograph wearing cap goggles, (except cap, veil worn in adherence to religious custom), photographs showing a portion of the face, photo with unclear face shall not be accepted.
