Public Sector Enterprises are state owned or government owned enterprises in India. They are also called Public Sector Undertakings. Companies that are listed under Public Sector Undertakings are partly or completely owned by the government. For Public sector Undertakings majority of their shares should be government owned.
More than 51% shares of PSU’s are under the central or state government. Based on whether the shares of the company are owned by the central or state government, PSU’s are divided into two. Central Public Sector Enterprises and State Public Sector Enterprises. Central Public Sector companies are partially or fully owned by the government of India. State Public Service Undertakings are owned by the state government.

Public Sector Undertakings – Major Highlights
It is already discussed that PSU’s are classified as Central Public Sector Enterprises and State Public Sector Enterprises. Public Sector companies are given additional financial autonomy based on their profit level. Depending upon the profit made by the Central Public Service enterprises they are further divided. They are namely the Maharatna, navaratna and miniratna companies.
Navaratna and miniratna companies have been functioning in India as early as from 1997. Maharatna companies have come into existence since 2007. In the below section we will discuss the classification of PSU’s in detail.
Classification of Public Sector Undertakings

Maharatna Public Sector Undertakings
The public service undertakings coming under the Navaratna status are chosen as Maharatna Public Service Undertakings. Also to achieve this status the companies must be listed in the Indian stock exchange. These companies should also fulfil the minimum public shareholding as set down by the Securities and exchange board of India.
Apart from what is given below certain other criterias also have to be fulfilled, for PSU’s to attain the navaratna status.
- Average total worth of the company in the past three years should be more than an 15000 crores
- Yearly turnover of the public service undertaking during the last 3 years has to be more than Rs 2500 crores
- Also the yearly profit made by the company after the taxes in the last three years has to be greater than Rs 5000 crores.
- It is also mandatory for the PSU to have adequate international presence

Navaratna Public Sector Undertakings
- It is mandatory for the PSU to have miniratna I status and schedule A listing for the company to have navaratna status
- The Memorandum of understanding (MOU) of the PSU must be excellent or very good in the last five years
- Apart from the points given above the PSU should have a score of 60 or more than that. The score of the PSU is out of 100 for the parameters given below

- Total profit to total worth
- Earnings for each share
- Overall profit as turnover
- Cost of manpower to cost of service or production
- Inter sectoral comparison
- Overall margin as the funds employed
- In total there are 17 navratna PSUs
Miniratna PSU’s
- Miniratna Public Service Undertakings are divided into two, Miniratna I and Miniratna II
- At present there are 71 Miniratna PSU’s
- Miniratna Public service enterprises are those that have shown steady profit in the last three years. The company should also have positive net worth
- For the companies to attain miniratna I status PSU must have generated profits in the past 3 years. Also must have generated a profit of more than 30 crores in any one of the last 3 years
- Miniratna II PSU’s company must have a positive net worth in the last 3 years. Also company should have made profit in the last 3 years
