Understanding the office of Chief Minister
Before we look into the list of chief ministers and governors of the state we need to understand the office of the chief minister in detail. In the scheme of parliamentary system of government provided by the Indian constitution, the governor is the nominal executive authority (de juro government) and the Chief Minister is the real executive authority (de facto government). There is no specific provision for the appointment and selection of the Chief minister by the Indian constitution. The constitution by virtue of Article 164 says that the chief minister shall be appointed by the governor. Relationship of Chief Minister with the Governor
The following provisions of the constitution deal with the relationship between the governor and the chief minister.
Article 163: There shall be a council of ministers with the chief ministers as head of the state to advise and aid the governor on the exercise of his functions
Article 164: The chief minister shall be appointed by the governor and other ministers shall be appointed by the governor on recommendation of the chief minister. The ministers shall hold the office during the pleasure of the governor. The council of ministers shall be collectively responsible to the legislative assembly of the state.
Article 167: it shall be the duty of the chief minister to communicate to the governor of the state all decisions of the council of the ministers relating to the administration of the affairs of the state and proposals of the legislation, to furnish such information relating to the administration of the affairs of the state and proposals of the legislation, if the governor so requires the council should submit it for consideration.
