APPSC Group 3 Job Profile

APPSC Group 3 general recruitment involves recruitment of eligible candidates to the Panchayat Secretary post. A Panchayat Secretary is an employee under the department of Panchayat Raj & Rural Development in the State. The Panchayat Secretary is considered as administrative head of the village while a Sarpanch is the political head of the village, The Sarpanch needs to consult the Panchayat Secretary, while using their executive powers. The Panchayat Secretary plays a major role in maintaining the village funds-collection and disbursal, has power to initiate developmental activities. Roles and responsibilities of Panchayat Secretary are mentioned below.

Roles and Responsibilities of  Panchayat Secretary

• Take up funds & tax collection properly & maintain all their records.
• Take up distribution of government funds effectively for all works.
• Ensure government schemes reach the eligible needy.
• Ensure sanitation of villages.
• Take up construction and maintenance of drainage.
• Ensure working & operation of street lights.
• Prevent communicable diseases & check mosquito menace.
• Construct graveyards & dump yards.
• Ensure all other developmental aspects of the village in a progressive way.
• He/she shall assist government authorities during the time of disasters like floods, cyclone etc. and take up relief, rehabilitation and preventive measures.
• Must maintain Birth, Death & Marriage registers as per relevant Acts and Rules.
• He/She shall conduct panchanama in recovery of unclaimed properties.
• Must perform election duties.
• Maintain the government attached properties in safe custody.

APPSC Group 3 Selection Process

Aspirants applying for the posts of Panchayat Secretary (Grade-IV) under group 3 general recruitment shall undergo the following selection process:

• Screening Test (Objective Test)
• Main Examination
• Interview

• The examination will consist of Objective Type Questions. Also for each wrong answer, 1/3rd of the marks will be penalized for the prescribed question for both the Preliminary and Main Exams.
