PCS vs PSC – Know the Difference
PCS
PCS stands for Provincial Civil Services. This an exam conducted by State Public Service Commission (SPSC) to recruit eligible candidates for State Civil Services department. Hence PSC is the organization that conducts PCS examinations. PCS is also the feeder service for Indian Administrative Service.
PCS Selection Process-
The State Administrative Tribunal (SAT) established by central government on specific request of concerned state government exercises original jurisdiction in relation to recruitment and all service matter of state government employees. Recruitment process involves-

PCS Exam Pattern-
- Preliminary exam consists of 2 papers of Objective type questions.
- Mains examination comprise of 8 papers which are essay/ descriptive type.
- State Civil Services Examination may or may not consist of CSAT paper.

Responsibilities of PCS officer
- To collect land revenue and function as courts in matters of revenue and crime, to maintain law and order, to implement Union and State Government policies, to act as government agent on the field .
- To handle the administration and daily proceedings of the government, including formulation and implementation of policy in consultation with the minister-in-charge, additional chief secretary/principal secretary and secretary of the concerned department.
PCS Career Progression
After completing their training, a PCS officer generally serves as Tehsildar à Deputy Collector (SDMs) à city magistrate additional district magistrate(ADM) à chief development officer (CDO).
At Divisional level-
additional divisional commissioners à Additional Commissioner (Development), Additional Commissioner (Revenue) and Additional Commissioner (Executive).
At the state secretariat-
special secretaries, joint secretaries
In municipal corporations administered by the Department of Urban Development – PCS officers serve as municipal commissioners and additional municipal commissioners
In development authorities administered by the Department of Housing and Urban Planning, PCS officers generally serve as secretaries.
PSC (Public service Commission)
In the Articles 315 to 323 in Part XIV of the Constitution of India provides for the establishment of Public Service Commission for the Union and a Public Service Commission for each State. Public Service Commission in every state conducts examinations to recruit eligible candidates to state services and to advise the governor on disciplinary matters.

The Duties and Functions of the Public Service Commission
- To conduct examinations for appointments to the services of the state.
- To advise-
a. on all matters relating to the methods of recruitment to civil services and for civil posts.
b. On the principles to be followed in making appointments to civil services and posts and in making promotions and transfers from one service to another and on the suitability of candidates for such appointments, promotions or transfers.
c. On all disciplinary matters affecting a person serving under the Government in civil capacity, including memorials or petitions relating to such matters.
d. On any claim by or in respect of a person who is serving or has served under the Government in a civil capacity that any cost incurred by him in defending legal proceedings instituted against him in respect of acts done or purporting to be done in the execution of his duty should be paid out of the Consolidated Fund of the State.
e. On any claim for the award of pension in respect of injuries sustained by a person while serving under the Government in a civil capacity etc.
