PCS vs PSC – Full Form

PCS stands for Provincial Civil Service, while PSC refers to the Public Service Commission. PCS is a state-level civil service through which officers are appointed to perform administrative responsibilities and implement government policies within a particular state. In contrast, a PSC is a constitutional body responsible for conducting recruitment examinations and selecting eligible candidates for various government positions, including PCS posts in many states. Therefore, PCS refers to a civil service or cadre, whereas PSC refers to the commission or recruiting authority that conducts examinations and appointments for state government services.

• Preliminary exam consists of 2 papers of Objective type questions.
• Mains examination comprise of 8 papers which are essay/ descriptive type.
• State Civil Services Examination may or may not consist of CSAT paper.

Responsibilities of PCS officer

A Provincial Civil Service (PCS) officer is responsible for administering government affairs within the state, ensuring that public policies are effectively implemented at the local level. The officer also plays an important role in maintaining law and order and addressing administrative issues affecting communities.

• To collect land revenue and function as courts in matters of revenue and crime, to maintain law and order, to implement Union and State Government policies, to act as government agent on the field .
• To handle the administration and daily proceedings of the government, including formulation and implementation of policy in consultation with the minister-in-charge, additional chief secretary/principal secretary and secretary of the concerned department.

In the Articles 315 to 323 in Part XIV of the Constitution of India provides for the establishment of Public Service Commission for the Union and a Public Service Commission for each State. Public Service Commission in every state conducts examinations to recruit eligible candidates to state services and to advise the governor on disciplinary matters.

• To conduct examinations for appointments to the services of the state.
• To advise-

a.  on all matters relating to the methods of recruitment to civil services and for civil posts.

b. On the principles to be followed in making appointments to civil services and posts and in making promotions and transfers from one service to another and on the suitability of candidates for such appointments, promotions or transfers.

c. On all disciplinary matters affecting a person serving under the Government in civil capacity, including memorials or petitions relating to such matters.

d. On any claim by or in respect of a person who is serving or has served under the Government in a civil capacity that any cost incurred by him in defending legal proceedings instituted against him in respect of acts done or purporting to be done in the execution of his duty should be paid out of the Consolidated Fund of the State.

e. On any claim for the award of pension in respect of injuries sustained by a person while serving under the Government in a civil capacity etc.

Is PCS conducted by PSC?

In states where the civil-services examination is referred to as PCS, the relevant State Public Service Commission conducts the examination. For example, UPPSC conducts the PCS examination in Uttar Pradesh.

However, not every State PSC calls its civil-service examination “PCS.” The name and structure vary between states.
