Kerala PSC PWD Draftsman/Overseer Grade 3 Civil Eligibility Criteria 2025
1: Between the period of 1858-1947, how many Viceroys ruled over India?
The Kerala PSC has released detailed eligibility conditions for the post of Overseer Grade 3 (Civil) in the Public Works Department under Category No. 222/2025. Candidates must carefully check the requirements before applying.
1. Method of Appointment
- Direct Recruitment – Special Recruitment for Scheduled Caste/Scheduled Tribe candidates only.
- Applications submitted by candidates other than SC/ST will be rejected without prior notice.
2. Age Limit
- Eligible Age: 18 – 41 years
- Candidates must be born between 02.01.1984 and 01.01.2007 (both dates included).
- No other age relaxation is allowed.
- If no qualified candidates are available within the age limit, the upper age may be relaxed up to 50 years, but in no case shall it exceed 50.
3. Educational Qualification

Pass in SSLC examination or equivalent.
In addition, candidates must possess any one of the following qualifications:
- Lower Grade Drawing Group Certificate KGTE or equivalent
- Second Grade Certificate secured by Draftsman (Civil) trainees under T.T. Scheme, College of Engineering, or ITC (Ministry of Labour, Govt. of India) after 18 months course
- Building Drawing and Estimating (Higher or Lower) KGTE or equivalent + any two Civil Engineering subjects under KGTE or equivalent
- Diploma in Civil Engineering (2 years course) – Women Polytechnics of Kerala
- Diploma in Agricultural and Rural Engineering – Rural Institute, Thavanur
- Vocational Higher Secondary Course Certificate in Draftsmanship and Quantity Surveying
- Vocational Higher Secondary Course Certificate in Building Technology
4. Important Notes
- Rule 10(a)(ii) of KS&SSR Part II applies for this post.
- Equivalent qualifications recognized by Government Orders or Standing Orders will also be accepted, provided they meet prescribed conditions.
- Degrees/Diplomas awarded by UGC-approved Universities or institutions established through Acts of Parliament/State Legislative Assembly are acceptable.
- Candidates must produce proof of equivalency (if claimed) when required by the Commission.

- Candidates who meet eligibility must apply online via PSC Thulasi portal.
- A written test (100 marks, English medium, 1 hour 30 mins) will be conducted with negative marking for wrong answers.
- Qualified candidates will be called for document verification and, if required, a personal interview.
- A final ranked list will be published and remain valid for 1–3 years for appointments.
- Selected candidates must undergo a probation period of two years within three years from the date of joining.
