The Kerala Public Service Commission (KPSC) has announced 2 vacancies for the post of Overseer Grade 3 (Civil) in the Public Works Department under Category No. 222/2025. This recruitment is conducted as a special drive exclusively for Scheduled Caste/Scheduled Tribe (SC/ST) candidates of Kerala State.

The ranked list prepared from this notification will remain valid for a minimum of one year and a maximum of three years. During this period, candidates from the list will be advised for appointment not only to the notified 2 vacancies but also to any additional vacancies reported under the same recruitment method. If separate vacancies are reported exclusively for Scheduled Tribes, they may also be filled from this list, provided no separate selection process is ongoing.

Note: In case there are no eligible Scheduled Tribe candidates available in the rank list, a fresh notification may be issued exclusively for Scheduled Tribe candidates.

Kerala PSC PWD Draftsman Grade 3 Civil 2025 Eligibility Criteria

• Vacancies are reserved exclusively for Scheduled Caste/Scheduled Tribe candidates of Kerala State.
• Age Limit: 18–41 years (born between 02.01.1984 and 01.01.2007). If no qualified candidates are available, the upper age may be relaxed up to 50 years.
• Educational Qualification: SSLC pass or equivalent plus any one of the following –

• • KGTE Lower Grade Drawing Group Certificate or equivalent

  • Draftsman (Civil) trainee certificate under T.T. Scheme/ITC (18 months)

  • KGTE Building Drawing & Estimating (Higher/Lower) with two other Civil Engineering subjects

  • Diploma in Civil Engineering (2-year course, Women’s Polytechnic)

  • Diploma in Agricultural & Rural Engineering (Thavanur)

  • VHSE Certificate in Draftsmanship & Quantity Surveying

  • VHSE Certificate in Building Technology

• Equivalent and UGC-approved qualifications are also acceptable as per government rules.

Kerala PSC PWD Overseer Grade 3 Civil 2025 Selection Process

Candidates who meet the eligibility criteria can apply through the PSC Thulasi portal. The selection will begin with a written test of 100 marks conducted in English, with negative marking for wrong answers. Those who qualify will be called for document verification and, if required, a personal interview.

Finally, Kerala PSC will publish a ranked list, valid for 1–3 years, from which appointments will be made. Selected candidates will serve a probation period of two years within three years of service.
