- Separate Ranked Lists will be prepared for each District in pursuance of this notification.
- The Ranked List shall remain in force for one year from the date of finalization, as per Notification No. AV(2)2376/14/GW dated 04.04.2016 (Extra Ordinary Gazette dated 15.04.2016).
- Candidates will be advised against vacancies reported in writing to the Commission during the currency period of the Ranked List.
District-wise Selection & Transfer Conditions
- Selection will be made on a Revenue District basis, subject to special conditions laid down in G.O.(Ms) No.154/71/PD dated 27.05.1971.
- A candidate advised for appointment in one Revenue District will not be eligible for transfer to another District unless he completes five years of continuous service from the date of commencement of service.
- Transfer, if permitted after five years, will be subject to the rules in G.O.(Ms) No.4/61/PD dated 02.01.1961.
- Candidates already in Government service holding this post in any District are prohibited from applying again for this post. However, they may apply for higher posts when notified.
Preference
- Preference shall be given to Ex-servicemen.
Training
- Civil Excise Officer (Trainee) shall not be appointed in substantive posts until successful completion of basic training for a period of not less than six months, subject to a minimum of 180 working days, as decided by the Commissioner of Excise.
- Trainees shall be paid a stipend as fixed by the Government from time to time.
- Those who do not undergo training within two years or fail to successfully complete the training shall not be considered for future promotion.

NCC Weightage
- NCC Certificate holders will be given weightage marks as follows (as per G.O.(MS) No.112/2007/H.Edn dated 21.08.2007):
- ‘A’ Certificate – 2%
- ‘B’ Certificate – 3%
- ‘C’ Certificate – 5%
SPC Weightage
- Students Police Cadet (SPC) Certificate holders will be given weightage marks as per G.O.(MS) No.06/2025/P&ARD dated 01.03.2025.
Sports Quota
- Extra marks will be awarded to meritorious sports persons as per Para 6 of the General Conditions.
Kerala PSC Civil Excise Officer Eligibility Criteria 2026 – Age & Qualification
To be eligible for the Civil Excise Officer post, candidates must meet the following criteria:
- Age Limit: Candidates must be aged between 19 and 31, born between 02.01.1994 and 01.01.2006. Age relaxation applies for SC/ST and other backward communities as per the conditions in the General Conditions section of the notification. The maximum age limit is 50 years.
- Educational Qualifications: Candidates must have passed the Plus Two Examination or its equivalent. Additional qualifications recognized by Government orders may also be considered.
- Physical Qualifications:
- Height: Minimum height of 165 cm (160 cm for SC/ST candidates).
- Chest: Minimum chest measurement of 81 cm with a 5 cm expansion (76 cm and 5 cm expansion for SC/ST candidates).
- Physique & Eye Sight: Must be certified by a Medical Officer for physical fitness and ability to perform active outdoor work.
- Visual standards must meet the required distant and near vision without spectacles, and each eye must have a full field of vision.
- The candidate must be free from physical defects like flat feet, varicose veins, or defective speech and hearing.

The selection process for the Civil Excise Officer post includes the following steps:
Endurance Test
- Candidates must complete a 2.5-kilometer race within 13 minutes to qualify.
Physical Efficiency Test
- Candidates must qualify in at least five out of the eight events specified in the National Physical Efficiency Test (One Star Standard Test), which includes events like the 100-meter race, high jump, long jump, shot put, cricket ball throw, rope climbing, pull-ups, and a 1500-meter run.

Physical Measurement
