Kerala Administrative Service (KAS) Recruitment Streams
The KAS Recruitment 2025 is conducted through three different streams to accommodate various categories of candidates:
Stream 1 – Direct Recruitment for Freshers
For candidates who are fresh graduates and do not have prior government service.
Stream 2 – Departmental Recruitment
For full members or approved probationers currently serving in any Kerala Government Department.
Stream 3 – Senior Government Officers

The recruitment to the Kerala Administrative Service (KAS) 2025 will be conducted through three different streams as mentioned below:
Stream-wise Categories and Methods of Appointment
Stream 1 (Category No: 01/2025)
Method of Appointment: Direct Recruitment
Stream 2 (Category No: 02/2025)
Method of Appointment: Direct Recruitment from among full members or approved probationers in any Government Department. The applicant must not be holding a 1st Gazetted post or above in the departments listed under Schedule 1 of the KAS Special Rules, 2018. (Refer to Annexure I for details.)
Stream 3 (Category No: 03/2025)
Method of Appointment: Direct Recruitment from among candidates holding a 1st Gazetted post or above in departments listed under Schedule 1 of the KAS Special Rules, 2018, and equivalent posts in Common Categories mentioned in Schedule 1. (Refer to Annexure I & II for details.)
Important Notes
- Ranked List Validity: The Ranked Lists published by the Kerala Public Service Commission (KPSC) in response to this notification shall remain in force for one year. Separate Ranked Lists will be prepared for each of the three streams.
- Multiple Applications: Candidates eligible for more than one stream must submit separate applications for each category they wish to apply for.
- Reservation for Differently Abled Candidates: As per G.O.(P) No. 11/2019/SJD dated 25.10.2019, 4% of the vacancies are reserved for Differently Abled candidates. Such candidates must possess the required Functional Classification and Physical Requirements as stipulated in the Government Order. They should also submit a valid Medical Certificate as per the Annexure mentioned in the said Government Order.

Kerala Administrative Service (KAS) Eligibility Criteria 2025
Candidates applying for Kerala Administrative Service (KAS) 2025 must meet specific age limits, educational qualifications, and other eligibility conditions based on the recruitment stream.
Age Limit
The age criteria vary for different streams under the KAS Exam:
- Stream 1: 21-32 years (Born between 02.01.1993 and 01.01.2004, both dates included). Age relaxation is applicable for eligible reserved categories.
- Stream 2: 21-40 years (Born between 02.01.1985 and 01.01.2004, both dates included). Age relaxation is available for eligible reserved categories.
- Stream 3: Candidates must not have completed 50 years of age as of 01.01.2025.
Age Relaxation
The following upper age limit relaxations apply, with a maximum age cap of 50 years:
- Scheduled Castes (SC) & Scheduled Tribes (ST): 5 years of relaxation (also applicable to SC candidates who converted to other religions).
- Other Backward Communities (OBC): 3 years of relaxation.
- Differently Abled Candidates:
- Vision, hearing, speech disabilities: Up to 15 years of relaxation.
- Orthopedically differently abled: Up to 10 years of relaxation.
- Ex-Servicemen: Age relaxation equivalent to the service period in defense plus unemployment period (maximum of 5 years).
- Widows: Up to 5 years of relaxation.
Educational Qualifications
Candidates must meet the following academic requirements:
- Stream 1: A Bachelor’s Degree, including professional courses, from a recognized university in Kerala, UGC, or a national institute established by the Government of India.
- Stream 2:
- A Bachelor’s Degree, including professional courses, from a recognized university in Kerala, UGC, or a national institute established by the Government of India.
- Must be a Full Member or Approved Probationer in any Government Department.
- Should not hold a First Gazetted Officer post or above in departments listed in Schedule 1 of KAS Special Rules, 2018.
- Must have regularized service in any cadre under Kerala State & Subordinate Service Rules, 1958, or should have served for at least two years in a supernumerary post in the government.
- Stream 3:
- A Bachelor’s Degree, including professional courses, from a recognized university in Kerala, UGC, or a national institute established by the Government of India.
- Must hold a First Gazetted post or above in departments listed in Schedule 1 (Annexure I & II) of KAS Special Rules, 2018.
- Must have satisfactorily completed probation in any cadre in Government service.
Required Certificates
Candidates must produce the following certificates as applicable:
- Community Certificate (SC/ST candidates must provide one issued within the last three years).
- Non-Creamy Layer Certificate (OBC candidates must submit a valid certificate issued within one year).
- EWS Certificate (Candidates claiming EWS reservation should submit an EWS certificate obtained within one year of the last date for applications).
- Disability Certificate (Differently abled candidates should provide a Job Oriented Physical and Functionality Certificate).
- Service Certificate (For Stream 2 and 3 candidates, issued by the Controlling Officer, confirming eligibility and service details).
- Medical Fitness Certificate (To be obtained from a government medical officer).

Step-by-Step Application Process
Candidates applying for various posts under the Kerala Public Service Commission (Kerala PSC) must follow the guidelines outlined below to ensure a smooth and successful application process.
1. Online Application Process
- Candidates must submit their applications through the official Kerala PSC website: www.keralapsc.gov.in after completing the One-Time Registration process.
- Applications should be submitted by logging into their profile using their User ID and Password.
- Candidates must click on the ‘Apply Now’ button corresponding to the respective post in the Notification Link.
- No application fee is required.
2. Compliance with Notification and General Conditions
- Candidates must apply in accordance with the conditions mentioned in the notification, General Conditions, and the instructions provided on the Kerala PSC website.
- Applications that do not comply with the guidelines will be summarily rejected at any stage of selection.
- No further opportunity will be provided to rectify defects in the application.
3. Accuracy and Security of Information
- Candidates are responsible for ensuring the accuracy of their personal information.
- The secrecy of the password should be maintained.
- Before final submission, candidates must verify the correctness of the details entered in their profile.
- The User ID should be quoted for future communication with the Commission.
- Once submitted, the application is considered provisional and cannot be altered or deleted.
- Candidates are advised to keep a soft copy or printout of their online application for reference.
- The application printout can be obtained from the ‘My Applications’ section of the profile.
4. Aadhaar Card as ID Proof
- Candidates possessing an Aadhaar Card must add it as an ID proof in their profile.
5. Contact Information
- No changes to the claims made in the application will be allowed at any stage.
- Candidates must possess a valid email ID and mobile number.
- Under no circumstances should the registered email ID or mobile number be changed.
6. Photograph Guidelines
- The candidate’s name and the date of the photograph taken must be printed legibly at the bottom of the image.
- The uploaded photograph will be valid for ten years from the date of uploading.
- Candidates creating a new profile should upload a photograph taken within the last six months.
- Other instructions regarding the photograph remain unchanged.
7. Document Verification
- Original documents proving qualification, age, community, etc., must be produced as and when required by the Commission.
8. Medium of Question Paper
- Candidates must select their preferred language for the question paper in the application itself.
- The selected language must also be confirmed at the time of confirmation.
- Question papers will not be provided in any language other than the one opted for.
- Candidates applying under STREAM 1 and serving under the Central Government or any other state government must provide a No Objection Certificate (NOC) or consent from the respective authority.
9. Special Requirements for Defence Personnel
- Candidates with one year of service remaining before retirement from the Defence Force must produce a certificate and an undertaking in the prescribed format provided in the application link.
10. Confirmation for Preliminary Examination
- Candidates must confirm their intention to appear for the Preliminary Examination within the stipulated time, as directed by the Commission.
- Notifications regarding confirmation will be provided in the candidate’s profile and via registered mobile number.
- Failure to submit confirmation within the given period will result in disqualification from appearing in the Preliminary Examination.
- No confirmation is required for the Main Examination.
Following these guidelines will ensure that candidates complete their applications correctly and avoid disqualification at any stage of the selection process.
Application Fee
- Kerala PSC does not charge any application fee for submitting applications for its recruitment exams.
- Any claims regarding payment of an application fee should be disregarded, as the commission does not levy any such charges.

Kerala Administrative Service (KAS) Selection Process 2025
The Kerala Administrative Service (KAS) 2025 selection process consists of four stages:
1. Preliminary Examination
- The first stage of selection.
- Objective-type exam with two papers.
- Candidates who qualify move to the Mains exam.
2. Mains Examination
- Descriptive exam consisting of nine papers.
- Only candidates who clear the Mains will proceed to the interview.
3. Interview
- Candidates who pass the Mains are called for the final interview.
- The interview carries 200 marks.
- Performance in this round helps determine the final merit list.

Questions of the Main examination will be provided in English while the candidates can write the answers either in English or in Malayalam.
KAS Interview
There will be a face to face interview to judge the mental caliber of the candidates. The interview is for 50 marks.
The selected KAS officers would be on probation for two years. The probationer needs to pass the following tests after he/she gets into service within the predetermined period.
- The Revenue Test
- The Criminal Judicial Test (A candidate who possesses a degree in Law shall not be required to pass the criminal Judicial test).
- Account Test
- Survey Test
